Change Of Use From Commercial To Residential Class MA
In the UK, certain commercial-to-residential conversions can be carried out under permitted development rights (PDR), specifically under class MA of the General Permitted Development Order (GDPO) 2015 (as amended). This allows you to convert some commercial buildings into residential use without needing full planning permission, but you must still apply for “prior approval” from your local planning authority, which DWG Plans can help with.
SUMMARY: CLASS MA – PERMITTED DEVELOPMENT (ENGLAND)
What change is allowed?
From:
- Class E (commercial, business and service) – includes shops, offices, restaurants, gyms nurseries, etc.
To:
- Class C3 (Residential dwellings)

- Property must have been in Class E use for at least 2 years before the application.

- Flood risk
- Noise impact from nearby commercial uses.
- Provision of adequate natural lights.

- All homes must have adequate natural light in all habitable rooms.
- Local authorities can use Article 4 Directions to remove PDR’s in sensitive areas (Check with your Local Council).
